The Cass Lake-Bena Schools are located on the Leech Lake Indian Reservation and proudly serves a student population rich in Ojibwe culture and history. The Office of Head Start (OHS) administers grant funding and oversight to the 1,600 agencies that provide Head Start services in communities across the country. OHS also provides federal policy direction and a training and technical assistance (TTA) system to help grantees in providing comprehensive services to eligible young children and their families.
Head Start programs prepare America’s most vulnerable young children to succeed in school and in life beyond school. To achieve this, Head Start programs deliver services to children age birth to 5 and their families in core areas of early learning, health, and family well-being.
The Head Start program serves about 1 million children and pregnant women in urban, suburban, and rural communities throughout America. Head Start services are provided in centers, family child care homes, or in the family’s own home.

The Northland Area Family Services Center was created as a unique way to give rural access to county and educational services, and to meet community needs through innovative programming. Incorporated in 1996 as a 501C3, we serve the Northland Community School District and parts of Leech Lake Reservation. This is a population of 4,474 people (5.26 persons per square mile). In our service area 20% of households make less than $20,000 and 11.9% or 536 people in our community live below the poverty line.
Bemidji’s Early Childhood Family Education (ECFE) program and School Readiness (SR) are for all families in the Bemidji School District who have preschool age children. We recognize that parents are a child’s first and most important teachers — and that sometimes parents need support and encouragement for this responsibility! ECFE/SR offers a variety of classes for you and your child: infants to pre-kindergarten.
An interagency initiative of the State of Minnesota, Help Me Grow partners with organizations and agencies statewide. Help Me Grow has many resources about the development of young children for parents and professionals. These resources include information on developmental milestones, YouTube videos, caregiver strategies to support development, screening and evaluation, and how to talk about developmental concerns.

Northwest Technical College prepares students for fulfilling careers in highly skilled, sought-after fields. Our certificate, diploma and degree programs are carefully designed to serve graduates and employers in northern Minnesota.
Northwest Technical College offers 21 programs under six major areas of study. They are set up on semesters and typically begin fall semester in late August and in spring semester in early January. A summer semester is also offered which begins in late May.

The Blackduck Area History and Art Center (BAHAC) is located at the top of the Lady Slipper Scenic Byway in northern Minnesota. Although some artifacts are specific to this area, we provide a “stepping back in time” experience that can be enjoyed whether you are specifically interested in this area, or history in general. The displays excite children as well as adults, and indeed we feel a special mission to bring the past to life for children.
The co-located TIN PAN gALLErY focuses on giving local artists a place to showcase their works. Featured artists’ shows are generally on display for a month. In between shows there is always an interesting variety of art on exhibit. We have truly fulfilled our mission of providing art opportunities for all ages, as we have featured everything from pre-school and kindergarten art project displays to a special artist show for an artist in her eighth decade.
In the year 2000, the Blandin/Blackduck Visioning Committee began collecting historical memorabilia as part of its 2001 Centennial Celebration planning process. The items collected came from the geographic area covered by the Blackduck School District, a 435 square mile area that includes 13 townships and the cities of Blackduck, Tenstrike, Funkley and Squaw Lake. The need for a permanent storage area for all that had been collected spurred discussions about finding a location to store the items. This evolved to the possibility of an actual history center – a place to showcase and preserve our area’s heritage while educating our young people and operating a key attraction for residents and tourists alike. In January 2005, the Blackduck Arts Council decided to partner with the BAHAC to add an arts component to the proposed Center. Working together, the History and Art Center opened its doors to the public August 19, 2006.
We live in a resort area with unlimited opportunities for outdoor recreation amidst our scenic forests, lakes and bogs. Although we are a small town we draw people from a large area. We feel fortunate to have a library, movie theater, bowling alley, golf course, city park, restaurants and some pretty interesting shopping opportunities. People travel for miles to visit and shop at Anderson Fabrics Outlet Store. Nearby attractions include the Big Bog State Park, The Lost 40, Chippewa National Forest campgrounds, Camp Rabideau (the most well-preserved CCC Camp in the nation – a National Historic Landmark) and the Lady Slipper Scenic Byway, to name a few. At a Glance
Enrollment – Schoolcraft Learning Community (SLC) enrolls 178 students in grades kindergarten through 8. Because of our small size, we are able to maintain a caring community for our learners.
Class Size and Structure – Average of 18 students in all grade levels. Grades 2-7 are multi-aged.
Faculty – More than 30 men and women; all of whom are highly qualified.
Student-to-Faculty Ratio – Averages 8:1 schoolwide.
Student Life – The primary method of instruction at SLC is through learning expeditions. Learning expeditions are long-term, indepth investigations of a theme or topic that engage students through authentic research, projects, fieldwork, service, and adventure. Using the integrated approach, students receive instruction in French, music, piano in grades K and 1, art, physical education, and conflict management. Orchestra is also available for grades 2-8.
Meal Program – All students are offered a balanced breakfast and a delicious lunch each day. Students and staff are treated to many different ethnic varieties of foods. Schoolcraft Learning Community does participate in the free and reduced lunch program. Students may elect to bring lunches from home. Check out our menu!
Campus & Facilities – SLC leases Lac du Bois (the French village) from Concordia Language Villages during the school year. The transition from summer camp cabins to classrooms is almost magical. We have 10 cabins/classrooms spread out over two smaller campuses, separated by a soccer field. We have access to lots of northern Minnesota outdoors as an important part of our classroom environment.
The Area Learning Center provides a rigorous curriculum that demands a high level of engagement in academics, positive behaviors, exemplary attendance, social skill building and teamwork, which allows hands-on, project-based, community service projects to connect to real world learning. The MN Graduation Standards are embedded in the curriculum. Students receive instruction in a variety of ways and settings.
- Individualized Instruction: CLPs (Continual Learning Plans) are tailored to meet the student’s academic needs and interests.
- Intensives: Focus on a particular topic covering all academic disciplines for a short, intensive amount of time with a variety of fieldwork in different core classes.
- Adventure/Fitness: Innovative Physical Education Curriculum that focuses on fitness, wellness, and nutrition.
- In-Depth Investigation: Interesting, purposeful, engaging investigation of compelling topics. Reading and writing activities are embedded throughout the board.
- Independent Study: Students many take advantage of a wide spectrum of classes at the ALC by enrolling Dual-Enrolled or Full-Time. This program also offeres Teen Parenting Classes
Anishinabe Legal Services is a Legal Services Corporation (LSC) grantee and independent 501(c)(3) non-profit that provides free legal assistance to low-income individuals living on or near the Leech Lake, Red Lake, & White Earth Reservations in Northwestern Minnesota.
ALS represents clients before tribal courts, state courts, and agencies to help them protect their rights. Anishinabe Legal Services has offices in Leech Lake, Red Lake, and White Earth.
Residents of Leech Lake, White Earth, and Red Lake reservations whose income and assets fall within the financial eligibility guidelines. Services are also provided to residents of Leech Lake, White Earth, Grand Portage, and Bois Forte who are 60 and older regardless of income.

Red Lake Elementary School (RLES) and the Early Childhood Center (ECC) is an indescribably amazing and important place! Within these two buildings, over 700 precious young lives spend a good portion of their day! With that in mind, it is very, very important that your child loves school! Community Education Youth Leadership
The Leadership portion of Community Education gives students the opportunity to develop skills which will apply to life skills. This includes time management, cooperation in groups, volunteering for projects which enhance the reservation community, job skills and a connection to education through good school attendance.
Students are recruited to assist with the projects that Comedu offers such as the Teen Health Fair, Comprehensive Health Fair, sports events, educational camps, field trips, concessions at the Red Lake High School and collaborative efforts with other programs.
Youth Enrichment
The theory of Best Practice in the educational system means that students are able to learn and enrich their horizons by hands on learning. Along with hands on learning we recognize that Native youth have certain learning styles. As each student has a learning style which may be different, acknowledging and honoring the child and youth enriches their perspective of the educational system. Collaborations with Targeted Services, Home School Liaisons, Comprehensive Health,Chemical Health, Indian Health Services,Oshkiimaajitadah and other programs gives Community Education the ability to provide services to students.
Enrichment projects are also Cultural based, Native American, primarily Ojibwe. There have been several films made by students along with drum making, beading, craft designs. Youth have been encouraged in projects such as Targeted
Service to increase knowledge through hands on learning.
Kloster Park
Kloster Park is a summer baseball/softball program based in Clearbrook, Mn. Both boys and girls 9-13 years of age are eligible to attend. This give students one day per week for eight weeks to meet other youth from the surrounding area. There is
a World Series at Clearbrook which brings together families and numerous communities.
Students who have participated at Kloster Park are eligible to become coaches and/or umpires when they turn fifteen. This is a great opportunity for youth to use this coaching time on their resumes.
Teen Health Fair
Each year on the first Friday of November, Community Education along with numbers of partnerships/collaborators hold a Teen Health Fair at the Red Lake High School.
The Teen Health Fair, an annual event hosts a Holistic approach
to student’s cultural background. There is a host drum which is in the middle of the gym and a variety of disciplines.
Indian Health Services, Comprehensive Health Services, Evergreen House, Chemical Health, Early Childhood Family Education, Red Lake Tribal College, massage therapy, biofeedback, herbal therapy, aroma therapy, diabetes information and numbers of other booths are available as resources and education for students.
Parents As Teachers
Community Education is a partner with the Parents As Teachers program. Parents As Teachers is a curriculum that gives parents the opportunity to learn about being their children’s first teachers. The classes are geared for Early Childhood but can be used for children of any age.
Classes are offered at the Early Childhood center at Red Lake and at Oshkimaajiitahdaa.
Workshops
Community Education has hosted numbers of workshops with themes on Parent Education, Prevention of birth defects, prevention of fetal alcohol syndrome, Parents As Teachers and other related topics. It is the intention of the Red Lake School district to provide educational outreach for the families and reservation community.
55 and over Insurance classes
It is our intention to hold the 55+ classes each year. There are the regular classes and the renewal classes. We have not been able to secure an instructor this past year but are working to continue this service.
Crafts Classes
Crafts classes are held in Ponemah at the Boy’s and Girl’s club. The classes are for adults but the environment at the club helps so that participants can bring children who can then have their own activities. Classes will be blanket making, pillow making and other crafts. Christmas there is cookie making and an assortment of fun give away presents. LIVIT
Community Education is a partner with the Department of Indian Works, Minneapolis which has provided us with a curriculum to teach Sexual Health. Workshops are offered in the Red Lake High School and Oshiimaajitahdaa.
Summer Activities
Summer activities for youth are planned with a number of partners which also include Red Lake Law Enforcement. It is the intent of the district to assist in planning a continuum for a variety of activities during the summer.
Community Education Advisory Board
The Community Education Advisory Board has four meetings per year. The board is a volunteer group and discusses what resources are available for the reservation community.

Gym Rules
- Diabetic clients have first priority on the equipment
- Use equipment at your own risk
- Sanitize equipment after use
- Return all equipment after use and re-rack your weights
- No horseplay allowed
- Appropriate footwear required while using equipment and lifting weights
- Know your limits; use a spotter as needed
- No gym bags, coats, etc. on gym floor; use lockers and coat rack

Code of Behavior
All fitness center participants are required to conduct themselves in an appropriate manner. Inappropriate language (swearing, derogatory terms, etc.), inappropriate behavior and harassment are not allowed on the premises. Proper use of the equipment is required. If you do not know how to operate the machines, the fitness staff will be happy to assist you. There is a zero tolerance policy when it comes to horseplay in the fitness center and on the machines. You will be asked to leave if you do not follow the Code of Behavior and Gym Rules!
Age Restrictions
- Children 13 and under must have an adult with to supervise them during each visit.
- Children 11 and under must have a medical clearance on file.
- For safety reasons, no children under 10 allowed.
- Young adults 14-17, who do not follow the Gym Rules and Code of Behavior, will need to have an adult accompany them on future visits.
Lockers/Showers
Lockers are available for your use while working out; there is no overnight storage. If you want to use a lock, you can sign one out, free of charge, from the Fitness Staff. Showers are also available. You must provide your own towel and shower supplies.
Pool Agreement
The Leech Lake Diabetes Fitness Program has an agreement with the Palace and Northern Lights Hotels for members of the Fitness Center to use their pools free of charge. You must obtain signed documents from the Fitness Staff to bring to the hotel. All rules and regulations of the hotel pool must be followed and will be enforced.
Medical Clearance
If the Health History Questionnaire identifies a medical condition, you must have a medical clearance to exercise. Please ask Fitness Staff for a blank copy of our medical clearance form for your medical provider to fill out.

We believe in You ~ is the foundation of our home visiting program for any pregnant woman, mother or caregiver of children up to the age of 3. Dads are encouraged to participate and are welcomed. We encourage self development and support positive decision making skills for the strengthening of our families and their futures.
We believe in You ~ when life is going well, complicated or the worst you feel it can be. We are here to help you see the strength you have within. This program supports the Native American families that are IHS eligible as well.
Support and services for victims who are or have experienced domestic and sexual assault, dating violence and stalking. Services area is the Leech Lake Reservation including portions of Cass, Hubbard, Itasca and Beltrami Counties.
The Leech Lake Anishinaabe Women’s Halfway House treatment component is a seven bed facility designed to work with the client as a “whole”, Native American 12 step approach. We provide individual counseling, groups, Cognitive Behavioral therapies, Service coordination, relapse education as well as incorporating women’s issues, with a special focus on trauma, grief and loss for a total or minimum of 15 hours per week of treatment.
Programs include Leech Lake Head Start, Early Head Start, Child Care Services, Leech Lake Child Care Aware Baseline, and MN Tribal Resources for Early Childhood Care (MN TREC). Services are available to ages 6 weeks through 5 years.
Child Protection, child welfare, addiction and dependency programs, and family preservation services.
The Leech Lake Diabetes Clinic (LLDC) and Program specializes in the treatment and medical management of people living with diabetes and its co-morbidities, as well educating the Leech Lake community on Diabetes Prevention. Clinical appointments are offered in Cass Lake, Bemidji, Ball Club, Inger and Onigum. Clinic visits can include physical examinations, laboratory tests, diagnoses, medication prescriptions and diabetic foot exams. The medical record process is used in assisting patients achieve the standards of care for diabetes. Referrals are made as needed.
The clinic provides Diabetes Self-Management Education/Training (DSME) and Medical Nutrition Therapy (MNT) for patients, families, and friends. The information is offered in individual and group settings, classes and community events. This includes education on healthy food choices, carbohydrate counting, blood glucose self-monitoring, physical activity, weight loss, medications, insulin use, insulin pump use, smoking cessation, coping, depression, behavior change and support.
The Cass Lake Indian Health Service Unit is owned and operated by the Federal Government as a Public Health Service, Indian Health Service Facility. It provides over 160 full-time jobs in the community. The Service Unit operates a Critical Access Hospital (CAH) and Outpatient Ambulatory Care Clinic that offers Medical, Dental, Pharmacy, Laboratory, Radiology, Physical Therapy, Audiology, Podiatry, and Optometry Services. Cass Lake IHS also provides 24/7 access to Urgent Care/Emergency Care services.
The Service Unit has an active user population of 12,265 clients. The CAH has 4 beds and 1 crib. In Fiscal Year 2014, we had 66 discharges, 379 patients days, 97,773 out-patient visits (includes UC/ER, Pharmacy, etc.) and 7,653 dental visits. The Leech Lake Band of Ojibwe manages the Behavioral Health programs, Substance Abuse programs, a Diabetes Center and Public Health Nursing at six community based clinics on the reservation.

Native American Family Caregiver Support Program Requirements
Native American Family Caregiver Support Program can serve two types of unpaid family caregivers:
- Family caregivers: An adult family member, or another individual, who is an unpaid informal provider of in-home and community care to an older individual or to an individual with Alzheimer’s disease or a related disorder with neurological and organic brain dysfunction.
- Grandparents or older individuals who are relative caregivers: A grandparent or step grandparent of a child, or relative of a child by blood marriage, or adoption, who is 55 years of age or older and
- lives with the child;
- is the primary caregiver of the child because the biological or adoptive parents are unable or unwilling to serve as the primary caregiver of the child; and
- has a legal relationship to the child, as such legal custody or guardianship, or is raising the child informally.
The five required services are:
- Information to caregivers about available services.
- Assistance to caregivers in gaining access to services.
- Individual counseling, organization of support groups, and caregivers training to assist the caregivers in the area of health, nutrition, and financial literacy, and in making decisions and solving problems relating to their caregiving roles.
- Respite care to enable caregivers of frail elders to be temporarily and intermittently relieved from their cargiving responsibilities.
- Supplemental services, on a limited basis, to caregivers of frail elders to complement the care provided by caregivers.

The Preamble to the Constitution of the Minnesota Chippewa Tribe sets forth the purposes, aspirations, and goals of the union of the six member reservations. The Preamble states that the six member reservations of the Minnesota Chippewa Tribe come together, “in order to form a representative Chippewa Tribal organization, maintain and establish justice for our Tribe and to conserve and develop our Tribal resources and common property; and to promote the general welfare of ourselves and descendants.” It is toward these ideals that the Tribe continually strives, and it is for these reasons that the Tribe exists. Tribal political action and the administration of programs and services are intended to help meet these goals. Four divisions work to ensure that programs operated by the Tribe are effective and efficient in the delivery of services to our membership. Tribal divisions include Administration, Education, Finance, and Human Services.
