All services are open to adults 18 years old or older who have a long-term severe and persistent mental illness. Services include Adult Rehabilitation, Mental Health Services (ARMHS). Outreach, diagnostic assessments, medication reviews with a psychiatrist, after-hours emergency help, nurse visits, community/public education, phone contact, social and recreational activities in a drop-in center and off-site client employment help, and the REACH family support group.

The Northern Cass Developmental Achievement Center and Developmental Achievement Center – Bemidji are 501 (c)3 non-profit, licensed day training and habilitation centers that offer vocational training and community job placements, as well as recreational and social opportunities, to adults with developmental disabilities.
Our services are funded through the Minnesota Department of Health, individual counties and school districts. Family Safety Network was founded by a group of concerned citizens who saw a need for this service in the community. On any given day in the state of Minnesota, 1,975 adults and children are victims of domestic violence and 47.7% of those happen in rural Minnesota. Over the past 12 months we have provided 13,133 services to clients throughout our area townships. We have assisted 703 families: including 60 homeless clients and 151 clients needing emergency shelter. We provided emergency financial assistance to 516 victims and their children.
Last year we shared that our most pressing emerging need would be shelter. Today, we are happy to share that we were able to create a program using the Hotel/Motel Voucher Shelter System. There are no Domestic Violence Shelters in our service area; this program allows us to provide emergency shelter at the time of crisis and our programs allow us to create a person-centered advocacy plan to move families to housing stability and break the cycle of abuse.

The Northland Area Family Services Center was created as a unique way to give rural access to county and educational services, and to meet community needs through innovative programming. Incorporated in 1996 as a 501C3, we serve the Northland Community School District and parts of Leech Lake Reservation. This is a population of 4,474 people (5.26 persons per square mile). In our service area 20% of households make less than $20,000 and 11.9% or 536 people in our community live below the poverty line.

Protecting rights, improving lives:
Mid-Minnesota Legal Aid provides free civil legal services to people with low incomes in central Minnesota through offices in Minneapolis, St. Cloud and Willmar. Our experienced staff assist clients with a variety of legal issues. Services range from educating clients about their rights, to advocating on their behalf and representing clients in court.
Disability Law
The Minnesota Disability Law Center (MDLC) provides free civil legal assistance to individuals with disabilities statewide on legal issues related to their disabilities.
Moving justice forward:
Legal Aid’s policy advocates champion a wide range of issues that impact thousands of Minnesotans every year. We are the voice for the voiceless in the legislature, and we bring highly specialized technical skills to bear at all stages of the legislative process.
The Ombudsman is an independent governmental official who recieves complaints against government (and government regulated) agencies and/or its officials, who investigates, and who if the complaints are justified, takes action to remedy the complaints. The Office of Ombudsman Mental Health and Developmental Disabilities (OMHDD) provides resources in regarding: 1) Client Services, 2) Medical Review, and 3) Civil Commitment Training.
Before child advocacy centers were created, child victims of crime often had to tell their stories to more than a dozen adults – police officers, prosecutors, doctors and social workers. They could be shuttled all over town giving depositions and getting medical exams. There was very little coordination between the various agencies. Consequently, children were traumatized repeatedly as they sought help. In some of the saddest cases, abused children simply fell through the cracks in the system that was supposed to save them. Likewise, prior to Sexual Assault Nurse Examiner Programs and Family Violence Intervention Programs victims were experiencing long waits in the emergency room, a lack of privacy, nervous and unskilled examiners, insensitivity, and improper evidence collection or loss of evidence.
In 2005, the Red Lake Band of Chippewa Indians, North Country Health Services, MeritCare Clinic of Bemidji, Midwest Children’s Resource Center of Children’s Hospitals and Clinics of MN – St. Paul, MN and others joined to form a 501(c)(3) non-profit organization to develop and operate a medical-model family violence center to serve the needs of Northern Minnesota.
FACNM is the only medical-model assessment center that currently exists in this region of the state. Moreover, the FACNM is one of the only centers in America to serve the needs of child sexual and physical abuse, adult sexual assault and domestic violence under one roof.
FACNM serves the entire ninth judicial district which includes the counties of Kittson, Roseau, Marshall, Pennington, Red Lake, Polk, Norman, Mahnomen, Clearwater, Lake of the Woods, Beltrami, Hubbard, Koochiching, Itasca, Cass, Crow Wing, and Aitkin. In addition, the FACNM serves Red Lake, Leech Lake, and White Earth Reservations.
Today, all of the services needed by victims and their families – forensic interviews, medical exams, referrals and family support services – are clustered around one central location. FACNM is the hub where representatives from many disciplines meet to discuss and make decisions about the investigation, assessment, treatment and prosecution of victim related cases. They work together in the best interests of the victim, providing an immediate response and ongoing support to help children and families recover from the trauma of abuse or violence.
The Clearwater Day Activity Center focuses on each individual’s needs to develop a specialized program in the areas of Home Living, Community Integration, Employment, and Independence. With one-on-one and group-centered training, those that attend the Clearwater DAC become more independent in daily living skills, are better able to contribute and interact within their community, and build lasting relationships through outside employment and group activities.
The participants at the Clearwater DAC enjoy a variety of activities from shopping, picnics at the park, bowling, and Special Olympics to family outings and real-life jobs within the area. Each activity promotes their individuality and the DAC’s mission to see these persons succeed on a daily basis with the skills they learn to thrive in every day life.

Lighthouse provides services on a 24-hour or hourly basis. These services are designed around each individual and may include assistance with health and personal care, safety, nutrition, finances, activities of daily living, and training to independently perform these activities.
Lighthouse operates 5 homes that have 24/7 staffing to help fit the needs of individuals who have a disability. Lighthouse Lodge acknowledges the intrinsic value of each individual, regardless of position. We offer tools and training for employment and for helping seniors remain independent and active. As Minnesota’s accessible reading source we also transcribe books and other materials into alternative formats, including audio and braille. We assist Minnesotans who are blind, DeafBlind, losing vision, or who have another disability that makes it difficult to read print.

Generally, people with household incomes at or below 125% of the federal poverty guidelines qualify for free civil legal aid. An individual’s available assets must also fall within the asset ceiling.
All eligible clients are provided a free initial consultation with either a legal staff member or a Judicare attorney. The type of service provided depends upon the legal problem the individual is facing. Many clients are helped by immediate advice on their problem, including things they can do themselves to address or solve the problem. A variety of written materials and brochures are available to assist them with self-help remedies. Some issues may be resolved through a phone call from an attorney, or basic negotiation. Other times, LSNM will provide full representation at an administrative hearing or court hearing.

Northern Pines is a comprehensive community mental health center that was established in 1964, with a six-county service area in Central Minnesota that includes Aitkin, Cass, Crow Wing, Morrison, Todd, and Wadena counties. The Pine River Housing and Redevelopment Authority of Pine River, Minnesota was formed by the city of Pine River in 1968 to pursue the goal of adding housing in our community for low income and elderly residents.
As a result of nearly five years of effort on the part of a five-member board of directors (one of whom is still serving), ten ranch style family homes and a 30 unit apartment building, Norway Brook Apartments, were built in late 1973. Five years later, another 30 unit senior apartment buidling, Heartland Apartments, was built in late 1978.
The HRA manages these 70 units and also works to facilitate further housing development in the community by partnering with independent developers to build more rental housing for lower income level tenants. To date, a 12 unit townhouse project, Pine River Square (1997), Built and managed by CEPCO, of Hopkins, MN has been accomplished through using the Tax Credit Financing Program through Minnesota Housing Finance Agency. The HRA partnered again with CEPCO, to build another 12 units of townhouses, Kinler Square Townhouses, to be opperated as affordabe housing rentals.
