Rental Programs:
Low Rent Program and NAHASDA
This program is to provide families, with low incomes, affordable housing. It offers a wide variety of single-family homes (2, 3, 4, and 5 Bedroom), duplex and fourplex to qualified individuals on a month-to-month lease basis. These units are located in all four reservation districts.
ARRA Rental and Marif Rental
The programs are for low rent income families. The units are all single family rental units and located in the Ponemah district.
Federal Tax Credit
The program is for families who are at or below 50% of the area median incomes. The units are single family and duplex units and are located in all four districts.
Homeownership Programs:
Mutual Help, NAHASDA and Walking Shield
The intent of the programs are to provide families, with low incomes, an opportunity to own a home rather than rent a home. The Housing Authority shall continue to offer qualified individuals, a lease with an option to buy; any of the remaining single family homes in the mutual help inventory. as they become available. The units are all single family units and are located in all four districts.
Federal Tax Credit
To obtain a home under this program, the homebuyer must be low income and agreeable to a mandatory fifteen year lease-to-own status. The first fifteen years are considered rental. At the end of that fifteen year period, the tenants will be offered the opportunity to continue their month-to-month lease or buy out the balance of the mortgage on the home. The units are single family and are located in all four districts.
Modernization Assistance
A one-time limited modernization assistance is offered to elders age 62 or older and handicapped individuals for medical needs documented by a physician or work necessary to keep the unit structurally sound. This work cannot exceed $8,000.00. This includes material, labor and insurance.
Beltrami County outside the Reservation Rental Assistance
This program is to assist low income families an opportunity to finding housing in the private sector. Assistance to be provided will be the first and last months’ rent and the security deposit. The maximum of assistance to be provided will be $2, 100.00.
Beltrami County outside the Reservation Down Payment and Closing Cost Assistance
This program is to assist families who have an income of not greater than 80% of area median income with down payment and closing cost assistance. The amount of assistance varies from approximately $15,000.00 to $25,000.00.

Housing Finance Corporation Programs
Mortgage Program
Home loans up to $120,000.00 at 5% interest for 30 years. Renovation loans up to $35,000.00 at 6% interest for 15 years.
Rental Program
Units which have had the title turned back to the corporation are offered as rental at a set rental rate. The units are single family and are located in all four districts. The units are available for purchase from the corporation.

Anishinabe Legal Services is a Legal Services Corporation (LSC) grantee and independent 501(c)(3) non-profit that provides free legal assistance to low-income individuals living on or near the Leech Lake, Red Lake, & White Earth Reservations in Northwestern Minnesota.
ALS represents clients before tribal courts, state courts, and agencies to help them protect their rights. Anishinabe Legal Services has offices in Leech Lake, Red Lake, and White Earth.
Residents of Leech Lake, White Earth, and Red Lake reservations whose income and assets fall within the financial eligibility guidelines. Services are also provided to residents of Leech Lake, White Earth, Grand Portage, and Bois Forte who are 60 and older regardless of income.

With a Whole Family-Whole Community approach, we help individuals and families from birth through the senior years. We are responsive and address needs for finding housing and staying warm, help the unemployed and under-employed find meaningful work, help with health, wellness and family planning, help seniors live independently, help find childcare and provide early childhood school readiness, help in times of crisis and emergencies, provide relationship-based coaching, and help one another give back to our communities.
The Sanford Housing Program recognizes that housing is a basic right, and that following a personal service plan will be easier when housing is established. The program focuses on giving participants the opportunity to learn skills including successfully managing a lease and how to maintain permanent housing.
Our Focus: Choice of housing, separation of housing from services, decent, safe, and affordable housing, housing integration, access to housing, flexible, voluntary, and recovery-focused services.
Possible referrals to: Individual, family or group therapy, supported employment, adult rehabilitative mental health services, peer support services, substance use disorder services, medical services, GED services, case management, and medication management.

The Blackduck Area History and Art Center (BAHAC) is located at the top of the Lady Slipper Scenic Byway in northern Minnesota. Although some artifacts are specific to this area, we provide a “stepping back in time” experience that can be enjoyed whether you are specifically interested in this area, or history in general. The displays excite children as well as adults, and indeed we feel a special mission to bring the past to life for children.
The co-located TIN PAN gALLErY focuses on giving local artists a place to showcase their works. Featured artists’ shows are generally on display for a month. In between shows there is always an interesting variety of art on exhibit. We have truly fulfilled our mission of providing art opportunities for all ages, as we have featured everything from pre-school and kindergarten art project displays to a special artist show for an artist in her eighth decade.
In the year 2000, the Blandin/Blackduck Visioning Committee began collecting historical memorabilia as part of its 2001 Centennial Celebration planning process. The items collected came from the geographic area covered by the Blackduck School District, a 435 square mile area that includes 13 townships and the cities of Blackduck, Tenstrike, Funkley and Squaw Lake. The need for a permanent storage area for all that had been collected spurred discussions about finding a location to store the items. This evolved to the possibility of an actual history center – a place to showcase and preserve our area’s heritage while educating our young people and operating a key attraction for residents and tourists alike. In January 2005, the Blackduck Arts Council decided to partner with the BAHAC to add an arts component to the proposed Center. Working together, the History and Art Center opened its doors to the public August 19, 2006.
We live in a resort area with unlimited opportunities for outdoor recreation amidst our scenic forests, lakes and bogs. Although we are a small town we draw people from a large area. We feel fortunate to have a library, movie theater, bowling alley, golf course, city park, restaurants and some pretty interesting shopping opportunities. People travel for miles to visit and shop at Anderson Fabrics Outlet Store. Nearby attractions include the Big Bog State Park, The Lost 40, Chippewa National Forest campgrounds, Camp Rabideau (the most well-preserved CCC Camp in the nation – a National Historic Landmark) and the Lady Slipper Scenic Byway, to name a few. The Red Lake CAP/Weatherization Program provides assistance and information to band members with regard to the winter weatherization of their homes, as well as applications for energy assistance.
Energy assistance applications are mailed by the Minnesota Department of Commerce in the fall of the year, or can be obtained through the CAP office.
Generally, three months of income verification from the date the application is signed, along with receipts for the last fuel fill and current electrical bill are required documentation.
To qualify for weatherization, an individual must be eligible for energy assistance. CAP maintains a priority list for weatherization, which includes the following criteria:
- High consumption
- Elderly
- Handicapped
- Families with children
Prior to weatherization, a home is audited to determine the amount of heat loss. The testing includes the following:
- Blower door testing to measure the amount of air leakage
- Thermal combustion testing to measure the safety and efficiency in the combustion heating system
- Infrared testing of air leaks
- Physical exam of doors and windows
Following the initial examination of the home, the materials are acquired and the actual work is completed. A final audit is conducted to determine the amount of air leakage still present.
CAP have provided weatherization to several dozen homes over the past years. Presently, CAP subcontracts with Red Lake Housing Authority to provide weatherization of homes.
Members may also qualify for furnace repair or replacement through the Energy Related Repair program. The same income eligibility process is used for the Energy Assistance Program is in place to determine eligibility for the ERR program.
You may qualify for this program if you meet the following qualifications:
- Currently eligible for EAP assistance, and
- A homeowner and occupy the home in question, and
- Have a potentially life threatening situation, no heat, or a malfunctioning system.
Assistance is available for the primary heat source only.

Eagle Vista Ranch offers Equine Assisted Psychotherapy(EAP) and coaching to individuals, families, and groups. Liz Letson, MS, LPC, is a mental health professional, EAGALA Certified Equine Specialist, E3A Advanced Certification holder, and owner of Eagle Vista Ranch. Liz and another EAP/EAL professional team up to provide equine learning and psychotherapy to youth and adults who are seeking help with various mental health and life transition issues.
