Student First: A school-based, community-driven program that helps youth identify their strengths and empowers theme to pursue their life goals. Support and guidance are provided to students by professional program staff and a one-on-one, caring adult Success Coach. Located at Bemidji Middle School, Bemidji High School and Kelliher Public Schools.
Bemidji Middle School Truancy Tracker Program: Provides mentoring, tutoring, adult role models and any other necessary means of support to youths in Grades 6-8 to help identify and address issues contributing to truancy.
Re-Engagement Case Management: Provides case management services to students with attendance issues who attend Bemidji High School, Voyageurs Expeditionary School, and Blackduck Schools to reduce truant behavior and prevent court involvement.

Our services are funded through the Minnesota Department of Health, individual counties and school districts. We serve a total of 85 clients, from age 16 to age 78, with abilities ranging from problem-solving resourcefulness to steadfast determination and disabilities ranging from cerebral palsy to pervasive developmental disorders like Asperger’s syndrome and autism.

The Headwaters Regional Development Commission (HRDC) works to ensure quality affordable housing options for low and moderate income households throughout the region. Minnesota’s Personal Care Assistance program is designed to support people of all ages with disabilities to live independently in the community. Personal Care Assistants (PCAs) provide services to people who need help with activities of daily living, instrumental activities of daily living and health-related functions. PCAs also provide hands on assistance, supervision, redirection and intervention for behavior including observation and monitoring.
A PCA may assist the person with the following ADLs:
- Dressing – Application of clothing and special appliances or wraps.
- Grooming – Basic hair care, oral cares, shaving, basic nail care, applying cosmetics and deodorant, care of eyeglasses and hearing aids.
- Bathing – Basic personal hygiene and skin care.
- Eating – Completing the process of eating including application of orthotics required for eating, hand washing and transfers.
- Transfers – Assistance to transfer the person from one seating or reclining area to another.
- Mobility – Assistance with ambulation.
- Positioning – Assistance with positioning or turning a person for necessary care and comfort.
- Toileting – Helping person with bowel or bladder elimination and care. This includes transfers, mobility, positioning, feminine hygiene, use of toileting equipment or supplies, cleansing, inspection of the skin and adjusting clothing.
A PCA may assist an adult recipient with the following:
- Accompany to medical appointments
- Accompany to participate in the community
- Assist with paying bills
- Communicate by telephone and other media
- Complete household tasks integral to the PCA services
- Plan and prepare meals
- Shop for food, clothing and other essential items
Under state law, a licensed health care professional may delegate health-related procedures and tasks to a personal care assistant. Examples of health-related procedures and tasks include:
- Assistance with self-administered medications
- Interventions for seizure disorders, including monitoring and observation
- Range of motion to maintain a person’s strength and muscle functioning
A PCA service may include observation of a person who:
- Has episodes of behaviors

Free temporary lodging in the Twin Cities or Rochester for families who must travel outside their community for care. Civil and legal services without charge to low income or elderly citizens. Income and asset poverty guidelines apply. Generally, people with household incomes at or below 125% of the federal poverty guidelines qualify for free civil legal aid. An individual’s available assets must also fall within the asset ceiling.
All eligible clients are provided a free initial consultation with either a legal staff member or a Judicare attorney. The type of service provided depends upon the legal problem the individual is facing. Many clients are helped by immediate advice on their problem, including things they can do themselves to address or solve the problem. A variety of written materials and brochures are available to assist them with self-help remedies. Some issues may be resolved through a phone call from an attorney, or basic negotiation. Other times, LSNM will provide full representation at an administrative hearing or court hearing.

Tri-Valley Heartland Express Bus provides transportation services to the general public in six counties, Polk, Red Lake, Norman, Marshall, and Pennington, and Bagley in Clearwater County. Buses run through these counties on various days and destinations. Public transit buses are available with no age limits or income requirements to ride the bus. Buses have a comfortable 19-25 seating capacity with at least two wheel chair tie downs and a dependable wheel chair lift Transportation service is used for a variety of reasons, which include medical, nutritional, social, recreational, shopping and other personal activities with destinations such as Grand Forks, Bemidji, Thief River Falls, Fargo/Moorhead and Crookston. In Crookston, Thief River Falls, and Bagley the Tri-Valley Heartland Express offers subscription service and general dial a ride service. People that need the transportation on a regular basis at the same time would be considered a subscription service customer. Whether it’s for work, play, rehab or fun, one call, that’s all it takes to set up the subscription service ride. When you call for a ride the bus will pick you up in front of the place you want and drop you off right in front of the place you want to go. A 24 hour notice is encouraged to guarantee your ride. All this for $1.50.
The Tri-Valley Heartland Express can take you where you want to go. For parents this could be a blessing on wheels. Running from 7:30 am to 5:00pm Monday through Friday, the Bus can pick up and deliver children, adults, and young adults anywhere in Crookston, Thief River Falls, and Bagley including after school classes, or daycare, community events, recreation events, and entertainment activities. CHILD CARE ASSISTANCE PROGRAM (CCAP)
Child care assistance is available to parents who are receiving assistance under the Minnesota Family Investment Program (MFIP) and parents whose income is at or below 175% of the Federal Poverty guideline and are in an approved activity. It is important for parents to know their child is well-cared for while they are at work, looking for work, obtaining training or going to school in order to secure employment. Application is required to have eligibility determined. CCAP may not cover all child care costs. Parental amounts depend on the family’s income, the number of people in the family, and how much the child care provider charges. The goal is to assist the family to maintain employment and gain self-sufficiency.

Every child needs financial and emotional support and every child has the right to support from both parents. Minnesota’s child support program benefits children by enforcing parental responsibility for child support.
Either parent of a child may apply or qualify for certain support services from the Child Support Unit. Depending on the circumstances associated with the case, there may be fees assessed for collection unless the applicant receives public assistance (Minnesota Family Investment Program, Medical Assistance, MinnesotaCare, or Childcare Assistance.)

The Bridges Rental Assistance Program provides housing assistance for people with very low incomes and a mental illness while they wait for a Housing Choice Voucher (HCV) or another rental subsidy. Eligible uses for Bridges funding include temporary rental assistance payments and security deposits paid directly to the landlords on behalf of qualified participants.
Headwaters Music & Arts is an independent non-profit located in downtown Bemidji. Our mission is to provide opportunities for creativity through instruction and inspire the community through music and the arts. We believe that we can further enrich the health and wellness of individuals and the community by offering exceptional music and art education programs and events to all.
Our music program includes one-on-one music lessons on a wide variety of instruments as well as vocal instruction, pre-school parent-child music classes, and music enrichment events. Community initiatives include a senior chorus, bell choir, and monthly open mic nights. Art offerings include pottery for youth and adults, child and teen after school art clubs, and workshops and classes for kids and adults. Financial assistance is available for most youth activities.

The Bemidji Area Office (BAO) provides service and support to 34 Federally-recognized Tribes and 4 Urban Indian Health programs located in Illinois, Indiana, Michigan, Minnesota and Wisconsin. Tribal Health services are provided through 11 P.L. 93-638 Title V compacts and 23 Title I contracts. Urban Indian Health programs are located in Chicago, IL; Detroit, MI; Milwaukee, WI; and Minneapolis, MN. Tribes in the Bemidji Area include Ojibwe (Chippewa), Ho-Chunk, Menominee, Mohican, Oneida, Odawa, Potawatomi, and Sioux.
The BAO operates 3 Federal/direct service programs on behalf of the Leech Lake Band of Ojibwe, Red Lake Band of Chippewa Indians and the White Earth Band of Chippewa Indians of Minnesota. These Federal/direct service programs, Cass Lake Hospital, Red Lake Hospital, and White Earth Health Center, are staffed by approximately 500 federal civil service employees and Public Health Service (PHS) Commissioned Officers. These federal employees are comprised of physicians, nurse practitioners, physician assistants, nurses, laboratory technicians, radiology technicians, behavioral health practitioners, dentists, dental assistants, dental hygienists, optometrists, optical technicians, dietitians, pharmacists, pharmacy technicians, physical therapists, engineers, sanitarians, equipment technicians, health information managers, administrators, acquisition, supply, finance, information technology and clerical staff. In addition, there are numerous specialty clinics provided in our Federal/direct service programs by local private health care specialists.
Tribal and Urban programs directly employ a multitude of health care providers and allied staff such as, mental health, substance abuse counselors, and community health nurses and representatives. Services not available through Tribal or BAO Federal/direct service programs may be delivered through Contract Health Services (CHS).
Peoples Church is a multicultural mission congregation of the Evangelical Lutheran Church, with a special emphasis on outreach to people living in poverty. Ten years ago Pastor Bob Kelly and Carol Kelly–moved by the spiritual and medical needs of the poor and homeless in the Bemidji, Minnesota area–started the ministry.
Peoples Church offers ministries in worship, referral, hospitality, food, clothing, and other basic needs as well as our unique bike ministry. The congregation is a full-fledged member church of the denomination and is noted for its ministries.

As a recent victim or witness to a crime, you play an important role in the criminal justice process. The Beltrami County Attorney’s Office can help you navigate the criminal justice system by assisting you in understanding your rights as a victim and completing a Victim Impact Statement. We also provide:
- Referrals for you and your family for counseling or assistance from Community Resources that we partner with
- Education about the criminal justice system and your role as a victim or witness to a crime
- Help with intimidation or coercion by the defendant, involving local law enforcement agencies as necessary
- Updates on your case and the procedures being followed
- Familiarization with the courtroom if you are asked to testify
- Assistance in obtaining time off from your job to testify in court
- Information on applying for assistance from either the defendant or the Minnesota Reparations Board
